Fall is Coachman Park's busiest stretch of the year. It's also the season when the lots just east of the park have been fenced off as construction staging. Lot 11 at 224 Pierce Street is the city lot closest to the stage, and it's the only city parking facility that charges on weekends and holidays. The free garages are a few blocks inland. For a weekend afternoon show, a short walk can bring the parking cost down to zero.
This guide covers the Clearwater Jazz Holiday, the rest of The BayCare Sound's fall calendar, and the ways to get downtown without a car. All of it is built on what the City of Clearwater published in late September and early October 2026.
The city's road closure page, updated October 9, 2026, lists the downtown changes that matter most on a concert night:
Both closed lots used to be easy walks to the waterfront. Two projects are rising in that same area. The Osceola Parking Garage at Pierce Street and Osceola Avenue will have 397 spaces, EV charging and about 12,000 square feet of ground-floor retail. The project page puts estimated completion at January 2027. Across the street, The Bluffs at 100 and 150 S. Osceola Ave. finished its first elevated concrete pour in September. According to the city's September 29 downtown construction bulletin, the 28-story building will have 400 rental residences and 440 parking spaces overlooking Coachman Park, with completion planned for summer 2028.
The new garage won't be ready this season, so every fall show has to work around the lots that are closed now.
The city's Getting Here and Finding Parking page lists Lot 11 at 156 spaces. The public rate is $2.25 per hour from 6 a.m. to 6 p.m. every day, "including holidays and weekends." Most other city lots and garages charge $0.75 an hour on weekdays only, from 8 a.m. to 6 p.m. Outside those hours they're free unless signs say otherwise. The city's parking FAQ says downtown facilities other than Lot 11 are free on weekends, holidays and weeknights after 6 p.m. It also notes that lots can be posted for special events.
| Facility | Address | Spaces | Weekend and after 6 p.m. |
|---|---|---|---|
| Lot 11, Coachman Park & Harbor Marina | 224 Pierce St. | 156 | $2.25/hr until 6 p.m. every day, free after 6 p.m., no overnight parking without a marina permit |
| Garden Avenue Garage | 28 N. Garden Ave. | 236 | Free unless posted |
| Pinellas County Parking Garage | 310 Court St. | 498 | Free after 6 p.m. and on weekends |
| Oak Avenue Parking Lot | 450 Oak Ave. | 122 | Free unless posted |
| Municipal Services Building Garage | 640 Pierce St. | 381 | First two floors open outside weekday employee hours, free unless posted |
| Main Library Parking Lot | 36 N. Osceola Ave. | 10 | Library users only |
Timing changes the math. For a headliner who starts after dark, everything on this list is free once 6 p.m. passes, Lot 11 included. The meter matters for daytime arrivals. Say you pull into Lot 11 at 3 p.m. on a Saturday to catch a free pre-party set. Three hours at $2.25 comes to $6.75 before the meter shuts off. The Garden Avenue Garage costs nothing that same afternoon. On weekdays, Garden Avenue runs $0.75 an hour with a $7.50 daily cap until 6 p.m.
If you're driving in from the east, check the Drew Street utility work. Starting October 12, the right westbound lane is closed from Keene Road to North Martin Luther King Jr. Avenue, and the right eastbound lane is closed from Booth Avenue to just west of Northeast Cleveland Street. Several side streets are closed too, including Baker, Mariva, Orangeview and Hillcrest.
The 47th Clearwater Jazz Holiday runs October 15 through 18, Thursday through Sunday. The lineup includes Chris Botti, Sheila E. & The E-Train, Arturo Sandoval, Larkin Poe and The Wood Brothers. The festival's information page says main stage concerts are back on the large green, and some of the festival is free. A daily pre-party plays on smaller stages in the Lower Plaza and at the Promenade Pier stage before the headliners, and the Sunset Bluff Area is open free every day.
That same page has a parking list, and some of its numbers differ from the city's current listings. It shows Lot 11 at 153 spaces and "$2 until 6 p.m." It shows the Garden Avenue Garage at 255 spaces and the Municipal Services Building Garage at 100 S. Myrtle Ave. with 283 spaces. It also names a "Pierce Street Lot, 200 S. Osceola Ave." with 118 spaces. The city lists Lot 11 at 156 spaces and $2.25 an hour, and the Municipal Services Building Garage at 640 Pierce St. with 381 spaces. Even the city gives two counts for Garden Avenue, 250 spaces in its page overview and 236 in its detailed listing. The city's numbers are the safer guide, and posted signs on the night are the final word. Both sources agree on one thing. All city lots and garages are free on weekends except Lot 11.
The Jazz Holiday's first two days fall on a Thursday and a Friday. Weekday rates apply anywhere you park before 6 p.m. on those days.
The festival hasn't posted its rideshare drop-off and pick-up spots yet. The page says they "will be posted here closer to the festival." The city's usual rideshare spot is the Cleveland Street Turnaround at 300 Cleveland Street, and the city warns it may move during special events.
With fewer spaces near the park, the city's alternative transportation page is worth a look. These options don't need a parking space downtown:
The city's Coachman Park events page lists the shows after the Jazz Holiday. Each date below includes how the parking rules apply that day:
On the Jazz Holiday weekend, the Clearwater Marine Aquarium at 249 Windward Passage is also holding Denim & Dolphins and Night at the Aquarium on the evening of October 17. If you're crossing the Memorial Causeway that Saturday, expect two events pulling traffic toward the water at the same time.
The Osceola Parking Garage's estimated completion is January 2027. When it opens, it adds 397 public spaces on the block next to the park. City staff have already started moving into the new City Hall at 200 S. Myrtle Ave. Council meetings will stay at the Main Library until the finishing work is done. The Bluffs, overlooking Coachman Park, has completion planned for summer 2028. For this fall's shows, the closest parking space is also the only one that charges on a Saturday afternoon.
Living near a downtown that's getting a new garage, a new City Hall and a 28-story tower raises fair questions about what your own home is worth as all of that opens. Paradise Home Team follows these projects block by block, and we'd be glad to show you how they fit into today's numbers.
